Abstract

Against the backdrop of Vietnam's commitment to
achieving Net Zero emissions by 2050, green economic
development in Ho Chi Minh City's (HCMC) industrial
sector has become an urgent imperative, yet one
confronted by a complex set of barriers. This paper
employs a qualitative synthesis methodology combining
secondary document analysis, a systematic literature
review, and aggregated macroeconomic data for the
2020–2025 period to achieve two objectives: (i)
systematically identify and analyze seven core barrier
groups impeding the green transition among HCMC
industrial enterprises; and (ii) propose a coherent,
actionable set of solutions for the 2025–2030 period.
Findings indicate that financial barriers are the most
severe, with 50% of enterprises lacking sustainable
capital solutions and green credit comprising only 4.3%
of total outstanding loans, compounded by human
resource gaps technological obsolescence and
regulatory ambiguity The paper's original contribution lies
in constructing a four-stakeholder barrier analysis model
and proposing an integrated four-priority policy roadmap
tailored to HCMC's industrial context
