Research on the United States Policies for developing the low-altitude economy model and recommendations for Vietnam

In the context of digital transformation and the rapid
advancement of unmanned aerial vehicle (UAV)
technology, the low-altitude economy has emerged as a
new growth driver in many countries. The United States
has proactively developed a relatively comprehensive
policy ecosystem, thereby promoting the safe and
efficient integration of UAVs into the economy.
Meanwhile, in Vietnam, the legal framework governing
low-altitude flight activities remains fragmented,
inconsistent, and unable to keep pace with practical
demands. This situation creates an urgent need to study
international experiences in order to formulate
appropriate and adaptive policies. Based on an analysis
of the U.S. model, this study proposes policy
recommendations aimed at establishing a modern legal
foundation and promoting the sustainable development
of the low-altitude economy in Vietnam
