Abstract

In civil enforcement proceedings, individuals with related rights and obligations
are significant entities, frequently appearing alongside the parties subject to enforcement
and those obligated to enforce. However, the approach to this subject matter is still not
rational, leading to numerous overlapping and conflicting regulations that require further
amendments and supplements for consistency. This article will present three main topics:
(i) current legal provisions regarding individuals with related rights and obligations in civil
enforcement proceedings; (ii) some practical challenges in civil enforcement proceedings
regarding the regulation of individuals with related rights and obligations; (iii) proposing
some solutions to amend and supplement the provisions regarding individuals with related
rights and obligations in civil enforcement proceedings to contribute to enhancing the
effectiveness of civil enforcement activities in the future.
